Absolute accuracy means measurements are directly applied to the real world. A feature’s location/measurement is not only true to the dataset but also to the real world.
This is achieved by implementing some sort of control that is tied to a coordinate system larger than the area covered only by the data set. This control is implemented through ground control and/or direct georeferencing.
